The more I look at my strawberry rows, the more I wish that I would have thinned them more.  Is it too late to cut the rows back a couple more inches (Nov 2nd)??

I don't think it is ever too late to remove extra plants before mulching. The most important consideration is not to till too deep, I recommend 1 inch or less. It may not look pretty, but the mulch will cover it up nicely.
If you till deeper you will cut off roots on some of the plants that are left, which could enhance winter injury or reduce production.
