Q-
I read that it's OK to mulch 1st year raspberries with black plastic. If so, doesn't this discourage runners?

It will discourage suckering if the plastic isn't opened up as the plants develop. You must check the planting once or twice a week and cut the plastic to allow new plants to see the light of day.
